Question Laugh at the Newbie; Anti-Siphon Protection?

Greetings All!

OK, 2003 Protege has been sitting for like 5 years. My experience is with older, non-so-digital vehicles (others are 1965-1987!). Anyway, running her around the neighborhood to burn the old gas. SURPRISE (to me)! Check engine light! Don't have a code reader, but AutoZone's reader says replace the EGR. Well, DUH, old gas apparently fouled it in less than 30 miles! New one coming from RockAuto, for like half the price!
OK, running ancient gas apparently is not a good idea! Lesson learned there. So, I wanted to pump out the old gas with a hand pump. Tubing went in like two feet and STOPPED. Is there an anti-siphon-whatever that is preventing my reaching the tank? Tube comes out dry, so doesn't make it into the tank? Or should I just drop the tank and clear it out, for real?
Need to pass the dreaded California Star Smog Test, so, unless this gas tank has a handy drain plug.... yeh, right! TIA!
Looking forward to being an active member on here, if y'all stop laughing at me!

OK, access under rear seat. Too many years playing with Ford trucks!

Really, been wrenching on stuff since the 70s. First Japanese vehicle, though.
