Red face Drums won't go on

Y'all, First, I'm new to the Forum, so forgive me if I break protocol (unintentionally). I just replaced rear shoes on '99 ES, (old were getting worn) with Raybestos BS739's. They appeared to be same size as OEM, but even though I followed Haynes manual explicitly, the drums drag. I have spent too much time fiddling with parking brake setting at top of each brake assembly i.e. it's backed off as far as possible. I took drums to shop to be turned, they told me I should redo by install of brake hdwr, since drums looked OK- so took ea. apart and redid, still have tight drums. Thanks in advance, gents!

It sounds like the self adjuster is not adjusted all the way in or you missed a notch where it attach's to the shoes.
