Default 99 Protege Headlight Problem

I searched on here and found similar issues as mine, but not exactly the same, so I just wanted to verify that mine is the same problem.

I noticed my low beams were not working. All other lights are fine. I switched to high beams and they came on. I switched back to low beams, still not working. I switched back to high beams, and now they don't work either. The blue high beam indicator doesn't come on either. No headlights work in any of the switch positions. I checked the fuses and they're OK. I did NOT check any relays. Could that be the problem?

Another thread I found here says that I need to replace the control arm. Is that this?:


Is it hard to replace? There was another solution posted about having to replace a junction box, but that was for a Mazda 3, so I don't think that applies.
