98 ES cooling fan problem

98 ES cooling fan problem
i have a 98 ES and the cooling fans dont come on. i tested the relay its good, tested the fan motor its good, the fan still wont turn on. the fan will turn on if i unplug the coolant temp sensor on the engine, does this mean the sensor has failed?
