Default 2002 Protege - replacing a seat belt receiver

Folks, I have a quick question: I have a 2002 Protege with manual seat belts. The receiver (the female part) of the driver's side seat belt no longer clicks when the belt buckle is inserted into it.

Has anyone replaced a receiver and if yes, can you walk me through the steps? I hope I do not have to take out the center console just to get access to the bolt that holds the receiver in place.

I did use the search function to see if this problem has been brought up before, but did not see anything. I am currently a poor grad student and can't afford taking the car to a dealer/mechanic.

Just remove the 4 bolts that hold the seat to the floor and tilt it to get to the seatbelt bolt.
