My radiator fan never comes on even when ac is on. What could it be?

Thats for the inside cabin blower. My issue is with the fan thats mounted on the radiator. I checked the plug and it is not recieving 12volts. I saw that pin 30 of the relay has 12v. Is there a way I can jumper to see if the relay is bad?

 

I cannot find the exact answer to your question. But this comes closer than my first attempt:

You could swap the relay with another one and see if the error moves. That would confirm the relay is bad.
