Default 2001 1.6L LX Passenger Side CV Clip

I had a bad CV axle on the passenger side of the car. Decided to replace both CV axles. Removed the passenger side axle, and discovered the male intermediate axle did not have a retaining clip (see pic) so I ordered one. The attached parts explosion claims the 25-421 fits both sides, but the clip only fits on the driver side. The intermediate shaft is too big for the clip. I pulled the old clip from the old drivers side axle it was identical to the new one. The driver side male inner spline is clearly too small for the passenger side female inner spline on the 2 CV axle parts, both old and new, so maybe this parts explosion is wrong?

I suppose I could try to bend the clip to fit the larger shaft, but that doesn't sound like the best path forward. Maybe someone else out there knows something about this?

Is it possible the passenger side clip was omitted from the factory? Car has 180k on it, as second owner I got it at 120k, so went at least 60k miles with no clip in there...

This parts explosion claims same clips on both sides.
