Default No vacum at the EGR!

I finally located a new EGR valve, got the old one off installed the new one and guess what still no vacum at the port on the EGR valve! The passage on the intake manifold where the EGR goes looked a little dark and i cleaned it out, even put a small vacum cleaner to it to make sure it was debris free. Is there suposed to be vacum there? or do I need to take the intake manifoldoff and clean it? My 2000 MPV has 159000 on it and had this service done around 120000 mark. Any advice will be appreciated[&o]
