Default Burning oil

I just recently noticed that my 95 millenia is buring oil every few days. I did get the oil changed, but it continued after the usual day or 2 after. I noticed some black "****" on top of the engine valves near where you put oil in. There is also a "plug" just ontop of the engine block that seems to have a gap/not flush where it goes into the engine block. Should the "plug" that is attached to wires be flush and could this be where the oil may be coming out and burning?

change ur oil and add engine restore, http://www.restoreusa.com/about 7 or 8 dollars in store
