Idle problems

My 1990miata will not idle at start up in hot weather unless I turn the idle up. Then once warmed up it idles to high. It also dose not idle up when the air conditioner turns on, It almost dies.It dosn't seem to have an Idle up at start up in any weather condition.Any clues?
