Try disconnecting each retractor connector at the retractor motors one at a time and see if the fuse still blows. The fuse supplies main power to the motor that makes the headlight doors go up and down and does not supply power to anything else. That would be the Brown wire at each of the retractor connectors. A shorting motor could be a culprit. Also carefully check the wire harness near the movinig parts of the headlight door. Have seen them get out of position and get pinched in the links as the headlight doors move.

Possibility to the issue
Hi Tom,
I don't know if you still have the issue or for anyone in the future having aftermarket blinkers or lights for that matter might cause your retractor fuse to blow constantly you can disconnect the blinkers and test another fuse if it does not there is your problem, that is just my personal experience hope this helps.
