well last i checked members can't create a sticky post, only mods and admin can...if they are both sticky posts i assume they must be valid as would any other member that joins the forum and reads those threads...simple question, just looking for some clarification

You can request various threads like locking, closing editing, deleting, special features and even limits only for the author to make , etc. and yup even a sticky post.

But 99% of members generally don't do or know that they can do this. Now if reading this they do!

As I mentioned a causal looking at the member in question history, he more appears to be a member then ever being any moderator or higher having administrative access and control?

yes, that's part of what admin/mods do...but the fact is only an admin/mod can make a post a sticky thread or create a sticky thread...so they know that there are 2 rule sticky threads since they made the post originally or approved the post by a member to be made a sticky...so both appear to be valid forum rule threads to forum members otherwise they wouldn't have been made to be sticky threads

Some forums have what is called a Super Moderator and they have limited approved access to those adjustments mentioned in post #18
