Default A seized turbo will cased P0101?

Hi everyone, I'm new here and my 2007 Mx-7 2.3 DISI Turbo have a P0101 come up and did clean the MAF sensor and air filter replaced, but still the code coming back and a loud howling sound on everytime I accelerate a little bit harder. Took it to check, the mechanic said it was because the turbo not spining smoothly (circle in the photo) and quote 4000 to replace it. Just wonder will a jammed turbo cause code P0101? or just a scam...... thank you so much for any input.

I would be concerned with the noise, turbos do whine when they are worn out. If it goes too far & explodes, it could potentially kill the whole engine.

The turbo & MAF are both part of the air intake system, a bad turbo could be upsetting the air flow & creating a mismatch of data against the MAF readings under certain conditions.
