Butterfly in the throttle body

While getting the throttle body ready to clean and taking the intake hoses off of it to examine it, I noticed that there was carbon/soot on the outside. So i read up and watched videos to see how to clean the throttle body inside. I did not force open the butterfly and instead turned the key to on and then had the pedal pushed down. No response whatsoever from the butterfly. So I tried it again without it opening. I know that it must be working because the car starts and idles fine. It is the same problem that I discussed in another thread...the engine seems to be surging back and forth when I get to 2000-3000 rpms. If I barely get on the pedal, it will slowly accelerate and go through the gears no problem at all. I m wondering if the there is some kind of sensor or something that is not letting it open correctly. Should it open with the key in the on position and the pedal pushed down? Could I start the engine with the intake hose off the throttle body and push the pedal to see if it works with the engine running? thanks in advance, stoney
