I don't know anyone who has ever read an entire car manual unfortunately. Enthusiast forums are likely the lone exception these days.

Rotors can get surface rust very quickly if not driven daily and it's generally a non-issue.
Never take your vehicle to any mechanic who can't tell you what thickness your pads are at.
Vehicle brakes wear according to the driving skills or lack thereof of those who are doing the driving.
When I change rotors, I always change the pads.
You should go to a brake specialist shop.
