Are you sure that you are not mistaking the Daytime Running Lights for the Low Beam Lights?

Check your owner's manual or go online and do so.
The daytime running lights automatically turn on when you start your vehicle and begin to drive.
The manual will show you how you can disable it, but I would not recommend it as it is a good safety feature.
