Default Diagnostic/Setting Software

I have a Jeep Grand Cherokee and my wife has a 2016 Mazda CX-5. Aftermarket software exists for the Jeep that allows a variety of diagnostic checks and settings changes via OBDII. Is there similar software (Windows, iOS, or Android) for Mazda that does the same thing. One setting I'm looking to change is the DRL voltage (halogen light bulbs). I've replaced the high beam bulbs with LEDs and while the stay on and you can't really see it look head on, when projected on a wall, I can see a little bit of flicker...I believe it is because most halogen lights lower voltage for DRL mode. If I can bump it up a little I think problem would be fixed.
