First, I posted without full diagnostics explanation hoping it was a common enough occurance that someone would say "oh, that's the fragamintiziks and you just have to do x and y and it goes away".
It turns out the cause was a poorly designed 12 volt multi-port receptacle adapter that messes with a number of things. The latest thing it messed with was when I had a device plugged in, like a dash cam, with the engine running, then turn off the engine and open the door, the "ignition is on" warning light in the dash turns on. There was no way to turn it off with ignition button presses, etc
Disconnecting the device from the 12 volt port adapter was the only fix.
I since installed a different brand plug in adapter and it now works as it should. Yes, quirky.
