My $199 email fine print says "Excludes taxes and labor costs. Actual dealer price will vary. See dealer for complete details." But it also says "model year 2014 – or newer"

While the can charge different amounts for different regions, 399 or 199 plus labor may be about the same.
I am surprised by this news. I thought it was only available for the more recent vehicles. I may look into upgrading if I don't trade in my 2015 Mazda 3 for a 2019 Mazda 3.

Just got my CX-5 done for $346. The dealer had just sent out discount coupons for service and parts and they accepted one.

My wife contacted Beach Mazda in Myrtle Beach, SC and talked to the salesman that sold her a 2017 CX-5 Grand Touring and asked about the Android Auto upgrade. She was told it was considered "an added option" for her vehicle. The total cost was about $425 about half for parts and half for labor and taxes.

This is really very expensive 
I am glad they turned around and are finally upgrading the units, but I guess I will wait for a while, not ready to spend $400 on this.
