Fuel injected 92 B2200 won't start.

Default Fuel injected 92 B2200 won't start.

We can get the engine to run if we spray ether in the intake or a little gas. Replaced the fuel pump with a new one. Replaced the under hood fuel filter. Injectors are getting a signal. Fuel pump does not pump when key is turned to on. Pump does pump when the engine is turned over and holds about 16lbs pressure.
Replaced the ECU with a used one from an automatic PU. No luck. Driving me crazy.
Please help.

What is the specification range for the pressure?? Is 16 OK?

I have not been able to find the fuel pump Pressure spec for fuel injection. Anyone know?

the line below the fuel filter should have above 38psi and the rail should be 11-20
I just swapped a efi motor from a 93 to a 92,
will run with fuel put into intake but, lots of pressure to fuel rail, and can hear injectors working, won't run,
