Default 99 626 Clutch pedal help

My pedal broke at the pivot point and we have welded it back together, my question is with the pedal assembly out of the car, when i depress the pedal it stays down and doesn't return. is the return spring bad or does the master cylinder push back and cause it to return?

The hydraulic pressure from Master/Slave Cylinders push it back up.

I figured it out, I went ahead and put it back in and all is fine. Thanks for the help though.
