Default 323 1999 diagnostics connector?

Is there only the 17-pin one under the hood or is there an OBD connector somewhere else. Because i can not find any mechanics or workshops with the proper connector.
The computer throws up every warning light but the engine light, the engine temp gauge sits at solid 0 (outside temps appear correct) even after the sensor change, and it starts at -15 celsius worse than 35 year old VW diesel van.
Also, due to the temperature always appearing as 0, the radiator never starts so i just turn the heater to max heat and leave it at that once it feels like warmed up.
PS. It idles at ~1500RPM, which is not ok, i assume.

Depending on where in the world the car was built, & the market it was intended for,
it will either have the OBD connector under the bonnet or under the dash.

Well it is a hatchback with the sport package (hard suspension, seats and badges on front fenders) for European market.

If its under the bonnet then that's all it has, you need a code reader that fits that plug.
