I have an 89 929 that wants to start out in 2nd or 3rd gear from a stoplight instead of 1st. If I shift down to 1 or 2at a light, 1st works fine and shifts as it should to the next gear. The trans shifts fine in D once it reaches 3rd gear on the highway, it's just pulling away from lights that it does not work correctly. Is this a solonoid or something worse? Thanks in advance.

I believe the 89 still had a mechanical governor on the output shaft. Removing the tailshaft housing will give you access to it.
