Default 03 323 Astina 1.8L - High Idle

Hey All, New to the forum and I hope I can get some help/direction with an issue with my 2003 323 Astina Shades. I replaced the engine (1.8L) about 8 months ago and ever since the idle is high when I start the car, 1500rpm's approx. When I push the clutch in the revs drop to 800'ish which is where I'd expect it to sit normally, another strange occurrence is when sitting at a stop the revs hunt between 800-1500 whilst the brake is depressed, but go straight but up to 1500 when I take off the brake.
Things I've done so far: -
Checked for a vacuum leak
Cleaned the airflow sensor
Clean the throttle body
Disconnected the high idle solenoid (this drops the rev's to 800-1000rpm, drives better but runs crap when cold
Another strange one, cruise control no longer works (vacuum actuator)

Honestly, I'm not sure where to look next. Any help would be awesome.
