Help! Have 98 Protege LX. Brake Lights work but not when Headlights are on.....

Anyone know what problem is? I haven't been messing w/wires, etc.

 

My head lights and tail lights went out on my MP5 last year and it was the fuse under the hood was blown the head lights tail lights and the dome light are on the same 2 fuses there is one under the hood and one in the car. other than that you might have to wire them to a toggle switch the circuit might be burnt.
