fuel in evap canister - pressure in tank

Default fuel in evap canister - pressure in tank

have a 95 626 which leaks fuel from the evap canister. In addition, fuel tank has excess pressure, (OUT) which I suspect is forcing fuel through return tube into evap canister.

Where do I start looking first? First thought was a defective vent at fuel filler. Next thought was evap purge solenoid but was unsure of actual function and what malfunction could lead to. Any help will be appreciated.

Maybe the best question is what would cause pressure to build up in fuel tank? From long experience, when you open your filler cap, the tank immediately sucks in air to replace that which was sucked down by the fuel pump. The fact that the tank exhaled with gusto makes me believe that pressure was built up. Any ideas?
