2013 Mazda 6 headlight problem

2013 Mazda 6 headlight problem
So I'm writing this for my sister to find out if anyone has had this problem and to see if it sounds right.
My sister's low beam headlights are not lighting up the road. The lights only shine about ten feet on the ground and not the road. She bought new bulbs and high beams work fine. She took it to the mazda dealership they said they aligned the headlight but in my opinion they aligned it too low. They are telling her that she has to buy new headlight assemblies because they are dirty on the inside and both need to be replaced.
Has anyone heard of this something doesn't seem right
