Default Excessive Black smoke

Hi, i got a strange problem with my 6. Around a month ago it started lose power on hills and generally wouldnt rev, this was found to be a blocked fuel filter, changed the fuel filter and all ok. Last week noticed heavy black smoke from the exhaust when powering through the rev range, also mpg has dropped to around 35-40mpg was getting mid to high 40's before.
The car has regular oil changes and service, timing belt was done at 131000 miles.
Also i am noticing oil dripping off the plastic skirt that is located under the intercooler. The car doesnt use much oil maybe half a litre between oil changes. I have taken the turbo pipe off and there doesnt appear to be any oil in the pipe around the turbo also the vane is showing no signs of failure.
There is no lack of power, however 2 times this week when the engine was cold it was like the wastegate was stuck open, then it cleared and car drove fine, there are no starting issues when hot or cold, and the car ticks over smoothly.
