i'll take soem pictures... because the fog light on my car is not the same as the one i found online...

Do you need to remove the wheel to access the bolt to remove the fog light?

No there is no need to remove the wheel. Simply turn your wheel inward on the side your working on. *EDIT* there is a black screw type clip and a small phillips screw holding the black wheel well plastic on. after you take those 2 out, look on the inside of the bumper and you will see another 5/16 bolt/screw holding the bumper to the fender.
