Default Key fob issue

This might have been answered before (I searched and couldn't find and answer), so..... My GF just bought a used 06 Mazda3i. When she bought it the key fobs (verified OEM) weren't working. Apparently after the batteries where replaced the owners said they stopped working. I searched around and found how to reprogram the keys. I go through the entire process, open door, lock then unlock, key from off -> on (NOT ACC) 3 times, leave to off position, door close -> open 3 times, leave open. Now at this point I should get a lock and unlock telling me the ECU is ready for programming but that never happens. I assumed either it was an ECU issue or I was doing something wrong, but when I pull the key out or close the door or anything the locks then cycle twice (lock, unlock, lock, unlock) which apparently is signaling the key programming procedure is complete. This confuses me since I never get the lock unlock sequence telling me the ECU is ready for programming. Any help would be appreciated. Thank you
