Default Front Strut Bar

Hi all, jus wanna noe do we hv to remove the two original strut base (metal piece) from our ride before we put in the strut bar?After securely tightened the aftermarket strut base,i've found out that the handle bar cant be tighly secured on the based, seems like i cant further tighten e nuts..(there's some plastic ring on the nut that restrict the turning) Is it normal?

I installed my Vibrant bar with the factory bases intact.I did this for clearance over the battery box and because I wasn't sure either.I was later told that either way is acceptable. The OEMs seemed beefier, so I wanted to keep them.
Ihad a bit of trouble w/the underhood insulation, so... I removed it. Problem solved.
