Default Brakes

I purchaseda Mazda 2 in August 2019 The mileage shown at the last service August 2019 (vehicle owned by the Garage at this time) was 11561 miles. Due to the pandemic I have only added 2839 miles to the vehicle and the current mileage is (after being collected and returned) 14424. The vehicle has been in the garage today for its second service and I am somewhat concerned to be advised that the brake pads are between 60/70% worn and are in need of being replaced at a cost of £166.00. I do find this very concerning as I would expect to get at least 35/40 thousand miles from a set of front brake pads. This would imply that they would require replacing on a very regular basis within a mileage distance of only 20,000 or so. Would you consider the very low mileage usage of the said parts normal and acceptable?

The garage have offered to do an inspection at a cost of £120 and have said it is unlikely that I would get this back. I have emailed Mazda but they say wear and tear is not covered under warranty. Has anyone else had this issue and can you suggest what I can do
