Unhappy blue smoke

I know what is the cause of the blue smoke , it seems to be most noticeable at cold start . I took my protege in to Oil Changers and about two weeks later i checked the dipstick and no oil on it , so they didn't fill it up . So my guess is it's the rings , if so , do i replace all seals and or rings ? Not sure what i need to do .

Do a compression check, how many miles? It could be valve seals since it smokes when cold.
