Default 96 Protege - Multiple sensors Check Engine Codes

New here. Working on a friend's 96 Protege that I want to purchase.
The vehicle behaves like it is in limp home mode (little fuel, 20 mph top speed)
Check engine codes for multiple sensors: mass air flow, egr boost, fuel tank pressure, etc.
To be precise: P0100 MAF, P0110 intake air temperature, P0115 Engine coolant temp, P0120 throttle position, and P1195 EGR Boost.
New (rebuilt) powertrain computer.
Sensor voltages are all at about 0.5 volts rather than the 5.0 volts expected. Unplug the #3 connector to the computer and the computer properly outputs 5 volts.
All wires to the sensors test continuous.

What should I try next?
