Maybe this will help, but
My car is a '99 Protege 1.8L with FP engine, but I think the valve running gear is the same.
1. Set crankshaft to align timing mark indexes (12 O'clock position).
2. On the inlet cam (rear) sprocket, you will set the sprocket webs marked with an I and and E. The I web should be in the 3 O'clock position, the E web in the 5 O'clock position.
3. On the Exhaust cam (front) sprocket, you will see also I and E marks. The E web should be in the 9 O'clock position, with the I web in the 7 O'clock position.
4. Now look carefully at the sprocket teeth; you will see marks on the actual teeth in the inlet sprocket 3 O'clock and exhaust sprocket 9 O'clock positions. These marks on the actual teeth must be aligned so they are exactly opposite each other.
Now make sure your tensioner spring, tensioner, and belt are all OK, and put the belt on. Make sure there is no slack on the idler side. Turn the crankshaft clockwise through two complete revolutions and align the timing marks, verifying the marks are still correct; if they are not, remove the belt and repeat the alignment.
Caution: Do not apply any tension other than that of the tensioner spring.
Once aligned, turn the tensioner clockwise with an allen wrench, and connect the tensioner to the hook pin.
Turn the crankshaft clockwise twice and recheck alignment marks; if necessary, realign marks and repeat the installation process.
