Default how to set the correct timing

I have failed twice at the smog check station. I was told it could be the timing as if shows it as failed. The first time that I it was checked by a different station it did not show as as the timing being the problem. This next time I tried at a different station, the results were timing failed. I was told that the timing was set at 17 degrees advanced and that the requirement was at 5 degrees. Is this an easy correction? Can anybody help me out with this. By the way I have a 1989 V4 mazda mpv.
