Default Cooling fans, P0431

This would be for a 2002 Mazda MPV Lx
Alright, i got two things here. Firstly, i got the cooling fans where they stay on all the time, even when the car isn't running sometimes now.. I'm leading to belive its the control module, but the one i see at autozone, i ain't sure if its the right one since it requires replacing wires, doing extra stuff..

This is what it is.. not sure if thats the right thing..

Also, got the P0431 going on too, its saying bad cats but i don't want to belive that since i have never smelt the sulfor burning like its said would be smelt if they are going bad.. haven't checked the two o2 sensors past the cat, yet...

any help in advance would be nice, thanks for your time.
