Default Hi newb here. Millenia fuel question

I have 1998 millenia, i got it on a work trade and its pretty well perfect.
The car runs great and after replacing the trans selector plug the tranny is solid, i have driven BMWs for extended time frames and this car is right up there.
OK, so the question:
When i replaced the fuel pump i noticed this little valve, so i busted out the manual and looked for the diagram, its called a fuelpump (transfer). In school we called it a pulsar. So my issue is when i get to about 160 miles of the tank used, the car acts like its out of gas. so i took down the tank ,,,,,again and checked the transfer, and filter. everything seems t work correctly. however the transfer thing takes a large volume of shop air to get it to actuate.
Can soneone please state if they god bad often? Mazda has the entire assembly not just the valve. They want 490+ dollars for it and i dont want to toss good money after bad if its a known issue.

PS can someone explain in detail the function and process that makes this thing work , im thinking of adding an electric fuel pump in the line between the pickup and the pump side.
