1996 Mazda Millenia - Hard to Start

I have a 1996 Mazda Millennia with the 2.5 engine. The car shows 240K miles on but the engine runs great and drives great. The problem I am having is that when I start the car cold and hot it is hard to start most of the time. The car turns over but doesn't start and when it does the exhaust smells like it was flooded. I have replaced the fuel rail with injectors and fuel regulator for another Millennia and it is still doing the same. Keep in mind the car does not stall out and runs great when while it is running. Just the hard starting issue. Any IDEAS???

Plus when the car first starts up it will idle real low for a little bit and will not rev up when I hit the gas. Not sure if this was because of the gas is being burned off the cylender???
