The inside of truck and hatch areas that are not seen usually will not have a clear coat so it my seem like it was repainted. That is the same on most platforms. Not sure if that is paint drops because nothing painted would have "dripped" paint? lol
It may have been a factory cable connect ID that you can find if you look throughout the vehicle in area's most customers would never go or need to go. I hate the annoying markers in the engine compartment. Even after 5 years I still occasionally find one and rid of it.
If it makes you feel better, I have Mica Black when I welded up my emblem hole and had my trunk lid resprayed I had them spray and clear coat the inner lid as well the outside. mainly because I have a custom inside trunk liner and would have looked bad not to have a clearcoat. Dull unfinished look.

Yes, it is not aligned properly. Most any body shop could correct that in less than 10 minutes.
I can't really tell if the lid itself was repainted from those pictures. It does hint to a little more clear coat then the other panel next to it??? But at a glance giving all the info so far, I would say 'likely" and it was a good job ?

I know where you want to go with this, but when you align panel, it is a 6-point method not just one side and 2-4 points. And you are too close to the issue to be better objective. When you get a body shop that knows how to align the trunk lid it will all be fine.
