how hard is to program a PCM module?

My car had a problem with the immobilizer (see this thread for details). At the end, the PCM module was substituted and today I was supposed to get the car back. Unluckily, the mazda technician was still trying to program the PCM, and after 2 hours under my eyes, it was unable to do it.
Since I'm without the car since 6 weeks, I start thinking that either the car is too complex or the mazda assistance I've here is unprepared. I'd like to have any expert to comment on this.

Thanks

As far as I know, it took almost 6 hours to get the PCM to be programmed.
Apparently this is a huge amount of time for this kind of job, since before starting the process I was told it was something that should take less than an hour.
I don't know what th problem was and why it took so much extra time and effort.

Programming a brand new pcm into a car, including fiting it shouldnt take more than a hour.
As long as they have either "as built data" or "exhaled" data from the old pcm.
