Steering wheel and isopropyl alcohol
The quick answer is yes and here is the long answer why .
All alcohol will dry out soft materiel like the leather or vinyl in cars interiors. If you are using alcohol to disinfect then I would recommend to wipe over it with a leather treatment to prevent premature aging of the material.
The steering wheel tends to get sunlight as much as the dash in most cars which and without protecting it with and frequent conditioners and treatment on the steering wheel will eventually dry out. The dash we can always get a dash cover for the best protection. Sanitizers with alcohol will speed the aging process when the steering wheel is also in direct sunlight . We mostly see this on the top of the wheel. The sides generally get dirty with time from the dirt collect from hands and not cleaning the steering wheel regularly to remove those skin oils and dirt. .

Most alcohol-based hand sanitizers also have skin conditioners like aloe to minimize excessively drying the skin. I would think, as on hands, that ingredient would mitigate drying of the leather on the steering wheel.
Because of this *^^^^ Quality detail or custom upholstery shops will not use alcohol based products on real leather without following up with a leather conditioner. .
