Does CPO LIMITED WARRANTY applies on a Demo/Loaner?
I'm looking to buy a 2018 certified demo/loaner car with 5,500 miles on it. The dealership consider it as "new". My question is, does 12-MONTH/12,000-MILE CPO VEHICLE LIMITED WARRANTY apply on such car or a loaner is not considered as pre-owned car?

You can negotiate anything, but I do not believe dealer demo cars are typically given the CPO status. If you want the car given CPO status, you're going to have to pay a fair amount more for the car.

i know for sure that the car is certified. I'm just not sure if a demo/loaner considered as pre-owned since in my mind dealership is not considered as pre-owned, right? So, my question is, does certified demo/loaner qualify for 12-MONTH/12,000-MILE CPO VEHICLE LIMITED WARRANTY?

We have a concept known as "Dealer Plates"; basically the dealership hangs a temporary plate on the back of the car and when the test drive is over, the plate is removed and put back into a pool of a few dozen plates assigned to the dealership.

I've dealt with D plates or Dealer plates before, we use them for short trips. But in my markets they can't legally be used for constant use on Demo's.

Yeah, in the U.S. the control of Dealer Plates is pretty loose; dealerships can pretty much put them on anything they own with few restrictions. We also have the concept of Manufacturer Plates; kinda the same but different, in this case manufacturers have a pool of plates, but any one plate typically stays on one car for long periods of time, sometimes for more than a year and thousands of miles.

Your asking if it will come with as 12 month /12000 like like warranty. No . . you have 6500 miles left . .. Exceed a recorded 12001 Miles and that warranty is over . Now with that warranty is mileage or time , which ever comes first . So how long would it take you to add 6500 miles?
You asked if a car used for dealer usage and how it would be considered ... Depends on how it has been titled ? And of course it can't ever be considered new with 5500 Miles on the Odometer
