Cooling fans not working

Default Cooling fans not working

I have a 2013 CX5 Diesel.
Just rebuilt engine after it overheated on previous owner.
Runs and drives perfectly however l noticed that the cooling fans are not coming on.
Temps have gotten up to 105 degrees Celsius.
2 x fan fuses are ok.
3 x relays l have tested and are ok.
l have run power directly to each fan and both are working.
ls it possible that both of the fan modules are faulty?
l thought they should come on at around 96 degrees??

They do switch on when air conditioning is turned on and keeps temps at around 89 at idle.

ls there a seperate temperature sensor for fans?
The one on the head has been replaced already and scan to shows temperature so it must be working.
