Is there a 2nd Fuel Filter

So I have takenthe bed off of my '86 B2000 to spray the sprayed-in-bedliner on the bottom and top of the bed for rust control and looked at the fuel tank and saw what looked like a 2nd fuel filter just off the fuel tank. Now I know theres one under the hood but is this one also?

It appears that any fuel filter other than that under the hood is not a factory part. Someone must have added it at some point.
