Is their anything that I can do to my 1996 B-3000 4x4 extended cab Mazda truck to make it have more power because I have to down shift every time I go up a hill and the speed domineer still drops and it is all it has to go 80 mph on the toll road and that's with it floored the hole time

Make sure your engine is well tuned. Start with plugs, wires, distributor cap and rotor. Make sure the throttle body is clean, give it a "Seafoam" treatment. It won't make a NASCAR truck out of it but it should run better.

If you are asking for modifications I can't help. Someone else might have an answer.

I gather it is a manual and the clutch is fine. So focus on the engine.
