Default 89 2200 Runs rough and will not smog?

Hey All, I have a 89 b2200 that was given to me by my grandfather. The truck has 118000 miles but had a new motor installed at 54000. Ok hears what happened. The radiator developed a hole and the truck overheated on my grandfather. I replaced the radiator and all was fine. The truck fired up and ran good with a slight miss between 40 and 60 mph. I took it home, full tune up with plugs, wires, cap, rotor, air and fuel filters. Ran much better but still smell gas that is un-burnt. I did a compression check with all cylinders at 165-170. I sent it to the smog shop anyway and it failed way high (gross polluter) I have replaced the exhaust system along with the cats but still will not pass. Any help would be great before I take it to the dealer and get raped.

I'm not sure that a dealer would take on this project !

What state?

Carbureted or EFI B2200? If carbureted, does it still have the complicated factory carb or an aftermarket Weber???
