Default Water in my 323's heater!

This being my virgin post on a new forum I thought I'd just take one second to say 'hello'. 'Hello'

Onto my query. I have a 1.3liter 323 sedan (2001 model), and have a bit of a water issue. Every time there's some heavy rain I have a small swimming pool in my car, and I hear a nice slooshing sound whenever I break hard (reminds me of my younger days sailing hobie-cats.) I was told that the problem may lie in the heater. Is this a valid suggestion, or should I be looking elsewhere? I've examined the seals around the edge of the door, and everything looks fine there.
