626 revving itself up and down, and up and....

Just wondering if someone could help me out?
I have a 99, 626, 2.0 which is revving up and down between 400 - 1200RPM while idling until it eventually cuts out. It also cuts out when I'm coming to a stop (revs stay steady if in gear until the car stops).
I've changed the basic things I thought it could have been - spark plugs, air filter. Have also used some injector spray which was sprayed around the throttle body and into the air intake.
I have been told by a mechanic that the problem won't get any worse - but he doesn't know what's causing it!
It's not a major issue to me, just really annoying!!

If your transaxle is manual such a problem may be caused by two sensors which are like two-wire ON / OFF switches. One of them is located on clutch pedal (but it may not always be available and it is possible that you just do not have it) and another – neutral sensor in the transaxle.
