Default Premacy Diesel

Hello.
1st time on this Forum so please bear with me.

I have a diesel premacy, that will not start when it is cold, its had

Fuel filter
Fuel filter housing.
Injectors checked
Glow plugs
Fuel injection pump rebuild.
ECU
Glow plug relay,
Fuel pump solenoid

Most of the work has been carried out by a MAZDA dealer, yet they still cannot trace the fault. If its warm in the morning +2C it will start and run ok, anything below and it will not start straight away, but will usually splutter into life later on.
The fuel injection pump was rebuilt by a specialist.
The techs at Mazda are now saying possible Spill Valve in Pump, or even a sticking inlet-exhaust valve. The specialist says the spill valve tested fine on strip down. And would expect the engine to fire up but run lumpy if there was a build a bad seat on a valve.

When turning over there is no smoke from the exhaust at all, i would at least expect white smoke if the glow plugs were not doing their job.

Any ideas people?

I would try, but have never heard of this model before. Must not be a US version.
